youre not really the smartest are you,have you even played fallout 3??-_- 2077 looked lik the 50s in our time,when the bombs fell people did not care about making everything look more modern,so it stayed lik that,if fallout 4 would be more modenr it would mean a time gap of a phew thousand years between fallout 3 and 4...not gonna happen,and it would suck probly i like it this way
